The award was presented by Deputy Minister of Home Affairs Bima Arya during the XXIX Regional Autonomy Day ceremony at BSCC Dome, Balikpapan. Batu City now outranks Semarang, Pekanbaru, Padang, and Banjarmasin, while Balikpapan, Denpasar, and Makassar secured the top three spots.
Mayor Nurochman credited the achievement to collaborative efforts between local government and citizens:
"This is the result of hard work, innovation, and synergy. Our Mbatu SAE public service transformation program proves that professional governance and community engagement create tangible progress. We won’t stop here—we aim for the national top rank."
The EPPD assessment, based on the Regional Government Administration Report (LPPD), evaluates macro performance, sectoral governance, accountability, and minimum service standards. Batu’s rise underscores its commitment to transparency, efficiency, and inclusive development, setting a benchmark for cities nationwide.
