A notable workforce adjustment occurred at PT Wonokoyo in Giripurno, where 149 employees were laid off due to poultry farm downsizing. However, all affected workers were immediately rehired by another company (CV), mitigating potential social impacts.
"In other sectors, terminations only involved retirement cases—three individuals this quarter," clarified Yanto, Head of the Dispute Resolution Division at Batu's Manpower Office (Disnaker).
Sector-Specific Observations
- Hospitality & Entertainment: Reported reduced working hours without employee complaints or formal grievances filed with Disnaker.
- Wage Compliance: Isolated delays in holiday allowance (THR) payments were resolved within two days of company visits.
Conflict Resolution Framework
Batu's labor disputes follow a tiered mediation process:
1. Tripartite Negotiations (workers, employers, government)
2. Formal Mediation
3. Official Recommendations from Disnaker
4. Industrial Court (PHI) in Surabaya (last resort)
"To date, no cases have reached PHI thanks to our effective Tripartite Cooperation Institution (LKS)," noted Yanto. The LKS—chaired directly by Batu's Mayor—includes representatives from:
- Indonesian Employers Association (Apindo)
- Local Police
- Batu Chapter of All-Indonesia Workers Union (SPSI)
Key Takeaways
The absence of prolonged conflicts underscores successful tripartite dialogue between businesses, workers, and local government. Proactive mediation and immediate THR dispute resolution demonstrate Batu's commitment to maintaining industrial harmony.
